Unlike its previous occupant, an automobile factory, it is exclusively for consumption.  The question is who will pay for it and the answer is clear: inhabitants who are presumably wealthy enough to afford the services. <\/p>\n\n\n\n<p>In fact, Tokyo (or Edo) was a city of consumption, designed for the tycoon and the warlords who lived off the land taxes which ran as high as 50 percent of annual production. Non warlord inhabitants were all providing services of security, commerce, or household chores.
